Joseph Garcia MBE is an energetic executive level consultant in NHS Ambulance and Health Service operational delivery, leadership and technology assurance. With over 4 years’ experience at Board level, holding the post of Director of Operations for South East Coast Ambulance Service NHS Foundation Trust, Joe has proven experience in leading Teams and analytical problem solving and has worked in and around the NHS and Ambulance sector for over 35 years prior to becoming a Director in Reforma Associates in 2021.
Joe has a proven track record as a proactive leader with comprehensive people management, motivational and negotiation skills aligned to an ability to win hearts and minds, to drive transformational change throughout an organisation and motivate teams through an empowering and highly visible leadership style.
Joe has extensive experience in operational transformation, process redesign and senior leadership and coaching. His experience encompasses 999 and 111 control room services and operations, communications technology, systems transformation and technical assurance, with a proven track record of performance improvement.
Joe’s career has benefitted from working in a number of English Ambulance Trusts at senior levels and the Department of Health team that deployed the Ambulance Radio Programme into the English Ambulance Services from 2010 to 2013. Operating between front line operations and the technology systems deployed within the Ambulance Service has enabled Joe to define and develop a unique hybrid skill set in both operational leadership, delivery and technology assurance, ensuring fit for purpose delivery of systems into the real world of operational deployment within the 999 and 111 Ambulance setting.
In 2021 Joe was awarded his MBE for services to Emergency Response within the Ambulance Service, with a particular recognition of the response to the Covid-19 Pandemic.
